In order to promote Japanese companies’ urban development technologies, we formulated the evaluation method designed to highlight structured analysis & evaluation, challenges & solutions towards needs. Also ran verifications at model cities.
Promoting “ Infrastructure Export Strategy”
In May 2013, the Second Abe Cabinet decided that by 2020 the Cabinet “Infrastructure System Export Strategy” to expand the infrastructure system order volume of Japanese companies from then10 trillion yen to 30 trillion yen The Japan Bank for International Cooperation (JBIC), playing a core role in this strategy, needed to formulate a systematic evaluation method for export candidate cities, in order to actively participate in this infrastructure development plan from the initial stage.
Establishment of evaluation model to systematically understand the current status of infrastructure of candidate cities
With compelling Japanese Smart City solutions available in Japan at that time, e-solutions, organized such solutions into 12 areas from the viewpoint of the entire city. After running simple scoring tests, we then cross checked the evaluation results against Japanese companies’ solutions. Also, we analyzed the urban assessment methods, index, and relevance between indexes, formulated by organizations such as World Bank, PwC, Mori Foundation, etc, before we developed our own. After our study, we incorporated the mechanism of challenges that urban city faces and evaluation results on the relevance, instead merely focusing on by-area divisional evaluation / indicator. In addition we also did field studies. We visited advanced smart cities such as Denmark, Sweden and Singapore, interviewed development managers, and took such learnings into our own evaluation method.
Recommendations on the export plan of Japanese infrastructure technology package and PPP model establishment
We interviewed with Chinese government officials and corporate executives involved in the urban development in the Yangtze River Delta region of China, and examined the city evaluation methodology. We provided end-to-end support; we established infrastructure package export plan which runs across multiple sectors and established PPP model.
